Description

Job description The Electrical Inspection Coordinator is responsible for the proper organization and performance of all electrical inspections performed by the AEOS NCIO Electrical Inspection Team of which he/she ensures the local operational management. He/She ensures that themethodologies of electrical inspection are correctly defined and implemented, that theresources are efficiently assigned and coordinated, and that the deliverables expected fromthe electrical inspection are produced in due time and with required quality. Responsibilities • Ensure operational management and supervision of AEOS NCIO Electrical Inspection Team • Ensure all electrical inspection activities are properly performed and delivered within the framework of the contract and the construction schedule and in compliance with Turkish Regulation 30024 • Be in charge of assigning the adequate resources to the electrical inspection activities • Be responsible for the production on time and on quality of all inspection outputs, reports and findings produced by his/her team, including monitoring and traceability • Ensure interactions between AEOS NCIO Electrical Inspection Team and the Client, the subcontractors, the Turkish Nuclear Authority are properly managed • Ensure quality assurance awareness and safety culture are effectively implemented into his/her inspection team Duties • Manage and supervise AEOS NCIO Electrical Inspection Team in line with targets, priorities and constraints defined and with the Project Quality System requirements • Participate to assessment and validation of the Work Inspection Schedule (WIS) • Assign adequate resources belonging to his/her team to electrical inspection activities considering all requesting sources (Control Plans, WIS, Graded Approach, Requests For Inspection, etc.) • Follow-up and report on the progress of electrical inspection activities and ensure the expectations for inspection activities are fulfilled including coverage of checking, random inspections, depth of controls, proofs to be collected, sample analyses, etc. • Verify and approve critical and complex documents produced by his/her team (Control Plans, Document Comment Sheets, Work Inspection Reports, Default or Deviation Notifications, Non-Conformity Notifications, etc.) • Decide if an external document should be reviewed and identify the relevant reviewers according to their competencies • Take decision to develop or not a specific or generic Work Inspection Checklist • Participate to the decision for stopping the works (in case of emergency situation and/or immediate high danger for people or installations) and to resume the works and prepare the related letters to be approved and signed by the Project Management • Can participate to the performance of some critical or important inspection on site Interfaces • Supervise and manage the AEOS NCIO Electrical Inspection Team • Report to the Technical Inspection Manager and follow his/her instruction • Interact on a daily basis with Work Area Coordinators in order to fulfill their needs in accordance with his/her team work constraints • Interface with the AEOS NCIO Project Support Team and Technical & Nuclear Support Team • Can communicate and exchange with the Owner and with the Nuclear Authority under the supervision of the Project Management Knowledge • Knowledge of general norms: o ISO 9001 – Quality Assurance o ISO 17020 – Inspection • Good knowledge of the Regulation on grounding of electric power facilities (Official Gazette No. 24500 of August 21, 2001) • Knowledge of the following standards: o RCC-E - Design and construction rules for electrical equipment of nuclear islands (will be a plus) o GOST 12.1.030-81 - Electrical safety protective grounding, neutral grounding (will be a plus) o GOST 23216-78 - Electrical products, Storage, transportation, preservation, packing. General requirements and test methods" (will be a plus) o IEC 60780 1998-10 - Nuclear power plants - Electrical equipment of the safety system – Qualification (will be a plus) o PUE, 6th edition, Electrical Installation Rules (will be a plus) o PUE, 7th edition, sections 6, 7 Rules of the device electrical installations (will be a plus) • Fluent in English – read, spoken and written • Fluent in Turkish – read, spoken and written • Proficiency in Russian – read and spoken (will be a plus) • Microsoft Office software (professional use) Behaviour • Leadership: capacity to coordinate a technical team and control the performance and quality of the work performed • Impartial and upright: capacity to assess collective and individual performances in an objective manner • Resistance to pressure from others in order not to deviate from quality and safety targets • Organized: capacity to efficiently identify and manage the tasks to be performed by the inspection team, and to properly address the mitigation of technical issues in due time • Rigorous: able to assessment a technical issue and to find efficient mitigation solutions • Empathy and cooperation: support the inspection team in addressing all issues and open-minded to understand the problematic of others Education Graduate diploma in electrical field (High school + 5 years as a minimum) Experience • Experience in inspection, quality assurance or quality control in electrical activities: 5 years minimum • Experience in electrical field in construction or industrial projects: 7 to 10 years minimum • Experience in construction or industrial projects • Experience in technical coordination or management • Experience in a Russian construction project (will be a plus) • Experience in a nuclear project (will be a plus)
